山区短波和超短波应急指挥通信系统

摘要:
通过分析汶川地震通信受损情况、山区通信抢修过程以及抗震救 灾山区指挥通信状况,阐述了建立山区应急指挥通信系统的重要性以及山区指挥通信应具 备的特征,提出了一种基于短波和超短波数字集群通信技术的山区应急指挥通信系统构建模 式:省与县之间建设短波通信电台,县与乡以及村之间建设超短波数字集群通信系统,乡到 村之间建设无线广播系统。该系统具有使用维护成本低、通信内容保密性好、应对灾情险情 能力强等特点。

Emergency HF/UHF Command and Communication System for Mountainous Area Applications

Abstract:
This paper analyses the damage on the communication systems,rush-repair of commu nication facilities and the command and communication condition in mountainous a rea in Wenchuan Earthquake,explains the importance of establishing emergency co mmand and communication system for mountainous area and the characteristics whic h should be owned by the system,and p roposes a model of emergency command communication system based on shortwave(H F) and ultrashort wave(UHF) digital trunking communication tech nology. The HF radio communication system is used to con nect the county town to the provincial city, the digital trunking communication system is used to connect the rural town to the county town, and the wireless br oadcasting system is employed for the villages. The emergency communication syst em is featured by low cost and high security of communication information. It is able to cope with the earthquake disasters and transmit emergency informa tion to all the people in the emergency area.
