| 针对未来网络化情报保障体系“能力整体涌现”和“效能动态变化”的评估新需求，提出了一种基于“整体、动态”评估思想的网络化情报保障体系效能评估模型。首先，对网络化情报保障体系的效能评估关注重点进行了分析。然后，基于网络化情报保障体系结构模型，从评估对象、评估指标、评估流程等方面入手，研究建立面向体系整体结构状态和体系整体运用发挥的效能评估模型。最后，通过基于仿真推演法的体系效能评估实例，对基本布势下的层次化结构情报保障体系和网络化结构情报保障体系进行对比评估，评估结果和分析结果的一致性验证了该模型用于网络化情报保障体系效能评估的合理性和可实施性。 |

| Abstract: |
| According to the new requirements for evaluating the holistic emergence of capabilities and the dynamic variation of effectiveness in future networked intelligence reconnaissance system-of-systems(SoS)，an effectiveness evaluation model based on a holistic and dynamic assessment philosophy for networked intelligence reconnaissance SoS is proposed.Firstly，the key evaluation focus points for networked intelligence reconnaissance SoS are analyzed.Subsequently，based on the structural model of a networked intelligence reconnaissance SoS，an effectiveness evaluation model oriented towards the holistic structural state and the overall operational performance of the SoS is established，addressing key aspects including evaluation objects，evaluation metrics，and evaluation processes.Finally，through an effectiveness evaluation case using the simulation-based method，a comparative evaluation is conducted between a networked structured intelligence reconnaissance SoS and a hierarchical structured SoS under basic layout configuration.The consistency between the evaluation results and the analytical results verifies the reasonableness and implementability of the proposed model for evaluating the effectiveness of networked intelligence reconnaissance SoS. |
