| 针对图像通信中多路节目复用的情况，采用联合码率控制的方法，通过参量反映图像的统计特性，进而根据图像的复杂程度在各路节目之间动态分配比特，以维持节目图像质量的均衡。试验表明，它优于传统的独立编码方法。 |

| Abstract This paper proposes a joint rate control strategy for multi-program video coding. It uses a parameter to imply the statistical variation of the program, and adaptively allocates bits among all the programs according to their complexity. Simulation results show that the proposed method does better than conventional coding methods. |
